You can come up with all the algorithms in your head, but that doesn’t help someone else at all. Most of the work in making new rules is in putting them to paper in a way that someone else can understand them easily. Go step by step. Don’t be afraid to actually write, STEP 1, STEP 2, etc. The Mongoose publishing version of the Traveller rules do just that in the character creation process and it is much appreciated. Don’t rush it! You might have deadlines but that’s enough to get the bare bones or the working structure in place, but take your time in getting it polished and packaged for the next person to read. If it’s good enough, you might be able to put in a compilation and publish it as a work unto itself, complete.
